That's where people get confused.
Some people refer to the battered up cars as 'ghost cars'. Others call the ones that roll to a stop nearby with nobody in 'ghost cars'.
Those are just cars that have spawned on a hill with no driver, or the driver has disappeared due to some sort of bug.

i don't know about cars moving on their own, but while i was at the desert airstrip during a police chase the rustler left its hanger by itself, crossed the runway, and continued until it hit some fuselage debris and caught fire.
pretty weird.
