Nah, the number of polygons and textures resolutions are too low for it to be a proper vehicle.
Look at the state of it.
It must just just be used in a cut-scene.

Like a guy on a motorcycle who chases you,and you have to shoot him off his bike, but you cant kill him, and he will randomly roam the landscape looking for you.
